Impaired Driving Solutions (IDS) Collective

Overview

All Rise’s Impaired Driving Solutions (IDS) is spearheading a unique project that will shape the future of how we respond to impaired driving. We are looking for three jurisdictions to become part of a new IDS Collective. Jurisdictions participating in the collective will be instrumental in developing resources to inform, educate, and train justice and behavioral health practitioners on evidence-based solutions that go beyond treatment courts to eliminate impaired driving.

The purpose of the project is to review effective practices to prevent, respond to, and eliminate impaired driving at every sequential intercept:

  • Intercept 0: Community Services
  • Intercept 1: Law Enforcement
  • Intercept 2: Initial Detention/Court Hearings
  • Intercept 3: Incarceration/Courts
  • Intercept 4: Reentry
  • Intercept 5: Community Supervision

If your jurisdiction uses evidence-based and promising interventions to address and reduce impaired driving across intercept points, we want to hear from you!

Before You Apply

Please read the application carefully. The IDS Collective leverages a broad, jurisdiction-wide approach that spans multiple intercepts; applications can include but should not solely be treatment court programs.

Individual jurisdictions, as well as multi-county, joint powers (state/tribal) jurisdictions, and state jurisdictions are welcome to apply. For multi-county, joint powers, or state applicants, please identify two jurisdictions to be included in the project. Rural and tribal jurisdictions are strongly encouraged to apply.

IDS Collective jurisdictions and their relevant local stakeholders and practitioners must commit to:

  • Complete interviews and surveys
  • Collect and provide a wide range of data and information
  • Facilitate observations of relevant interventions through both virtual meetings and approximately three site visits per year

Selected jurisdictions must enter into a memorandum of understanding with IDS that outlines the roles and responsibilities of each agency involved in project.

Project Timeline

IDS Collective jurisdictions must commit to assisting with the project until completion, approximately four years. The project will run from March 2026 to September 2030 and includes the following key activities:

  • Selection of IDS Collective jurisdictions: March 2026
  • Kickoff meetings: March–September 2026
  • Site visits for interviews, observation, and data collection: October 2026 – March 2028
  • Toolkit development: April–October 2028
  • Toolkit briefing and wrap-up meetings: October–December 2028
  • Toolkit release: December 2028
  • Jurisdiction trainings: October 2029 – September 2030

Cost

This project is offered at no cost to your jurisdiction through support from the National Highway Traffic Safety Administration at the U.S. Department of Transportation.
