All Rise’s Center for Advancing Justice teaches justice system professionals about risk-need-responsivity principles and help put those principles into practice with rapid screening, assessment, and referrals to appropriate services and supervision. Our team of subject matter experts works alongside justice system leaders to develop tailored, practical strategies.

Areas of Focus

Risk-Need Screening

We help jurisdictions select and use validated risk-need screening tools that provide essential information for connecting individuals to effective programs and services, developing tailored supervision plans, and offering suitable diversion opportunities.

Clinical Assessment

We help justice systems build the capacity to conduct clinical assessments and refer individuals for individualized treatment and supportive services. Working with local service partners, we help develop immediate connections to care, thereby reducing overdose deaths, preventing suicide, and providing treatment to those who need it.

Addressing Gaps

We help jurisdictions analyze their justice system data and identify opportunities to offer new programs, services, and diversion opportunities targeted to the needs of their justice-involved population. Using evidence-based models and practices, we help courts and their partners streamline case processing and achieve improved outcomes for defendants, victims, and the community.

Data and Sustainability

We work with courts and justice system agencies to develop data collection and evaluation strategies that support program development, evaluation, and sustainability.

Kenosha County, Wisconsin

In 2024, we partnered with Kenosha County, WI to implement presentence risk-need assessments. Of the county’s nearly 6,000 annual arrests, an estimated 72% involve individuals with substance use issues. We are currently working with a wide range of local justice and community stakeholders to build a criminogenic risk-need screening and assessment hub to provide court partners with informed diversion referrals and make the most of available supervision and treatment resources.
