Managing Arbiter, Judicial Arbiter Group

Hon. William Meyer

Hon. William G. “Bill” Meyer (ret.) is vice chair of the All Rise Board of Directors. He currently serves as the managing arbiter for and owner of the Judicial Arbiter Group. He was a general jurisdiction judge from 1984 to 2000 in Denver, Colorado, and led the implementation of Denver’s first adult drug treatment court in 1993. Prior to the bench, he held the roles of deputy district attorney, first assistant attorney general, and Special Assistant U.S. Attorney in Colorado. Judge Meyer has been recognized as a “Best Lawyer in America” in the field of mediation by “U.S. News and World Report” for nearly a decade. In 2020 and 2024, he received the Colorado Lawyer of the Year Award in the field of mediation from “Best Lawyers.”

For nearly two decades, he served as the senior judicial fellow for All Rise’s Treatment Court Institute and provided training and expert consultation to professionals nationwide. He chaired the U.S. Department of Justice committee that developed the groundbreaking “Defining Drug Courts: The Key Components,” co-authored and co-edited “The Drug Court Judicial Benchbook,” and served as a peer reviewer for both the first and second edition of the All Rise “Adult Treatment Court Best Practice Standards.” In 2017, he received the Stanley Goldstein Treatment Court Hall of Fame Award for his service to the treatment court field. Judge Meyer received his juris doctor degree from University of Denver School of Law.
