Judge, Santa Clara Superior Court

Hon. Stephen Manley (emeritus)

Hon. Stephen V. Manley is an emeritus member of the All Rise Board of Directors and a judge for the Superior Court of Santa Clara County in California. Appointed to the bench in 1977, he was elevated to the superior court in 1998. Prior to his time on the bench, he served as the directing attorney for community legal services in Santa Clara County. Judge Manley has been a longtime leader in the treatment court movement, establishing the county’s drug treatment court, mental health court, veterans treatment court, reentry court, and homeless court. He helped draft legislation that has expanded and funded treatment courts, and he serves as the president of the California Association of Collaborative Courts. He was also appointed by the state supreme court chief justice to serve as a member of the California Criminal Justice and Behavioral Health Council.

Judge Manley is the recipient of both the Stanley Goldstein Treatment Court Hall of Fame Award and the Veterans Treatment Court Hall of Fame Award from All Rise, the Jacob K. Javits Award for Public Service from the American Psychiatric Association, and the Chief Justice’s Award for Exemplary Service and Leadership. He earned a bachelor of arts degree in behavioral sciences from the University of California, Berkeley, and his bachelor of laws degree from Stanford Law School.
