Jen Brophy

Chief of Public Affairs

Jen Brophy is the chief of public affairs for All Rise. For more than 30 years, she has worked on national policies, programs, and legislation at the intersection of public health and public safety. She leads the organization’s communications, legislative, and strategic engagement departments. Before joining All Rise, Ms. Brophy worked at the U.S. Department of Justice, where she served as deputy director for the Drug Courts Program Office. From 1993 to 1996, she served as a public health advisor for the Center for Substance Abuse Treatment (CSAT) at the U.S. Department of Health and Human Services. After serving six years as a professional staff member of the U.S. House of Representatives Select Committee on Narcotics Abuse and Control, she joined CSAT. She is a certified curriculum developer with a bachelor’s degree in justice from American University specializing in drug policy.
